The objective was to design a proposal for the qualification of human resources that will contribute to the improvement of the administrative management of the Provincial Municipality of Mariscal Cáceres, 2023. The approach was quantitative, descriptive-projective design; sample 1 was 92 workers of the Provincial Municipality of Mariscal Cáceres, 2023 and sample 2 382 inhabitants of the Province of Mariscal Cáceres, 2023; four questionnaires were used, valid according to 5 experts and with reliability of (0.788), (0.754), (0.770), (0.827); data systematized in EXCEL. The level of qualification of human resources for workers is high at 62%, for citizens a low level with 57%; administrative management for workers has a regular level with 56% (28), and for residents a bad level of 56%. It was concluded with the design of a proposal of qualification of human resources that contributes to the administrative management of the Provincial Municipality of Mariscal Cáceres, which is based on pillars such as professional training, skills, technical skills, job skills, performance evaluation and labor productivity; since the effective and efficient application of human resources will depend on the quality of administrative services offered to the citizenry.
