The systematic review in this paper is related to the objective of improving the application of institutional and individual ethics in public administration (PA). The methodology used is the review of scientific articles published during the last 5 years, in the analysis three categories were considered: deficiencies in the code of ethics, comparison between institutional and individual ethics, and training strategies. The revision of the code of ethics is a reminder document of the sanctions that can be received to a public employee who does not comply with the duties, prohibitions established in said code. This code can be modified according to the organization’s culture, principles and values. The results of the study of institutional ethics versus individual ethics, in view of the fact that the principles and values of the person must transcend towards the common or general good of society and not only please individual interest. It is concluded with the design of strategies to improve the application of institutional ethics through training in universities, and the global participation of the community is essential, such as churches, civil society, schools, which creates awareness and an ethical culture that can modify people’s behaviors so that general well-being prevails over individual well-being.
