The purpose of this article was to present the results that the governance model applied in the territory is no longer sufficient to promote local development, due to the political, economic, social and health crisis in which Peru and neighboring Latin American countries are immersed. This is why governance emerges as an alternative to strengthen the government model and as an instrument of territorial management where government, society and the private sector articulate and work for development.
