The Incentive Program for the Improvement of Municipal Management is a Budget Incentive tool linked to the Budget by Results (BpR) created in 2009 by Law No. 29332; by the Ministry of Economy and Finance (MEF). The sectors participate in this program by proposing goals with a certain number of activities that must be developed by the municipalities that wish to win the incentive. Thus, since 2012, the Municipal Incentives Program for the Improvement of Municipal Management and Modernization (PI) has been in operation, in order to promote the quality of public services provided by provincial and district municipalities at the national level, which implies transfers of funds, for the fulfillment of goals within a certain period, with the objective of promoting reforms that allow the growth and sustainable development of the local economy and the improvement of its management, within the framework of the process of decentralization and improvement of competitiveness. Municipal management in our country involves the development of a set of activities, strategies and suitable techniques that allow the progress of the municipality and project to the local population the figure of a modern, responsible, efficient and effective government in accordance with the interests of citizens, as management tools we have the documentation of the activities that allow the development of the institution, transparency of management, local economic development, etc. Thus, if we seek the development of the local population, an important, primordial and determining factor is to have adequate municipal management.
