Police arrests in cases of flagrante delicto must be carried out adequately to protect the fundamental rights of detainees and proper police action. The general objective was established to determine the need to use film material in police arrests in flagrante delicto, under a qualitative approach of basic type and descriptive level. It was concluded that there is a need to use film material in flagrante police arrests because it is necessary to regulate police behavior and their behavior in arrests made, which will significantly reduce arbitrary arrests and the complaints filed for abuse of authority.
