The objective of the article was to know and analyze the consequences of the COVID-19 pandemic on health services, show their shortcomings and serve as input to implement improvement strategies in future situations since the consequences of the pandemic have caused multiple effects in the health system worldwide, generating a health crisis, with the greatest impact on developing countries such as Peru, a country with the highest mortality rate worldwide, public policies were applied to address the negative results, activation of institutions specialized in emergency and disaster management. The effects on the health system forced its reorganization in health services however, outpatient care was no longer provided for regular care, the scarce human resources moved to cover the COVID- 19 response areas, further weakening the first level of care even more, serious deficiencies in health care became evident especially in the vulnerable population, with a fragmented system, inadequate infrastructure and equipment, with the need to strengthen the health system from its basic capacities, leadership of health managers and political commitment. This article is of a narrative, qualitative and scientific type, a bibliographic review of the topics of interest was carried out. The effects on the health system are shown, in the face of a health crisis, with a weak response from the health system from the PNA.
