This article is a systematic review that compiles, analyzes and interprets the available data on the crime of human trafficking in Peru and the world, within an aspect of how organized mafias act to commit this execrable crime that destroys sovereignty and self. determination of the human person as well as his life project, where he is also reified, subjected and enslaved, he is left in a state of defenselessness, denigrating him to such an extent that his dignity is taken away, turning him into an object, thing or animal at the mercy of these criminal gangs. This article addresses a preventive approach to avoid the crime of human trafficking and/or human trafficking, providing new light that allows central governments to strengthen public policies, in defense and protection of citizen security from every perspective, with tough hand in the prosecution of crime and confront it with more appropriate public government policies until its total eradication is achieved. It focuses on the way that the national governments of each country can act not only in the prosecution and criminal sanction against the perpetrators of this crime, but above all the importance of this investigation due to the preventive nature that must be the priority of every government. . For all the above, it is recommended that every central government promote teaching on the prevention of this crime from educational levels, so that the population is aware of the modus operandi and the new modalities and patterns in which these criminal organizations operate, therefore Therefore, it is transcendent and vital to expose them, thus avoiding new victims. It is imperative to strengthen actions to protect citizens, especially vulnerable groups, which is the core, natural and ex officio duty of every government with its citizens so that they do not become the new victims of criminal acts. Education, teaching and guidance against this crime must be strengthened from early childhood educational levels, primary and secondary schools and even at the level of institutes, universities, etc. With the objective of working cohesively, “government and citizen”, to be the course of these criminal organizations, which are operating and which have been overlapping and inserting themselves in some cases within the same society. National governments have to be empathetic and seek the well-being of their citizens, but above all at a preventive level seen from all possible angles, educating the population through wide dissemination in the media and social networks, as well as Promotion of permanent talks given by experts, which are understandable at all cultural levels and sectors of the population, is one of the main ways to contribute to prevention, as well as to encourage the general population to strengthen values such as solidarity and help among all, and that if they see any type of situation that could allegedly involve abuse and/or an alleged crime of human trafficking, they should not be indifferent, but rather act in the sense of immediately reporting it without fear. the relevant authorities. On the other hand, the authorities are urged and motivated to take with due diligence and speed all types of complaints that involve these crimes, prosecuting them accordingly with the adoption of all measures that their field of action and jurisdiction allows. It is considered that the strengthening of all State institutions, such as the Public Ministry, National Police of Peru, Ministries of Women and Vulnerable Populations, Regional Governments, Provincial Governments and Local Governments, and other institutions continue to strengthen and reaffirm their articulated work and cohesive to improve public policies to prevent the crime of human trafficking. The increase in migrants has allowed the increase in crime, organized crime in all its forms and in all sectors of the population, which urgently needs to be reversed.
