The purpose of this study was to identify the factors that have influenced the efficacy of oral health prevention programs and to analyze the strategies that have improved their effectiveness. A review of articles indexed in the Scopus and SciELO databases was carried out and a total of 21 articles published during the last five years were included. The results showed that the management of oral health programs is influenced by political, logistic, socioeconomic and educational factors such as the joint participation of various actors, the allocation of adequate resources, the socioeconomic level and the degree of knowledge of the population about preventive strategies and oral health care. It is concluded that it is necessary to address all these issues in order to promote oral health, through the implementation of public policies to promote socioeconomic and educational development, which will significantly improve the oral health of the population.
