The objective of the research was to determine the notarial function model to strengthen fundamental rights due to the COVID-19 pandemic, Province of Alto Amazonas-Loreto 2023. Type of applied research, design, non-experimental, quantitative, transversal, descriptive, propositional. The population and sample consisted of 52 people (notaries, experts, justice operators, lawyers and users of notaries), the technique was the survey and the instrument was the questionnaire. Results, the notarial function has deficiencies in: training and technical aptitude, in civil liability, in the electronic notarial exercise or influence of technology. For fundamental rights due to the COVID-19 pandemic, there are gaps in: the balance of rights and restrictive measures, increased discrimination, vulnerability of disabled and migrant groups, and in human rights. The notarial function model to strengthen fundamental rights, in its design includes research and evaluation, addressing the affected fundamental rights, notarial protocols, collaboration of authorities from the sectors involved, communication to the public, training of notarial staff, notarial practice, monitoring and evaluation, regular reports, adaptation to changes and collaboration with human rights. In conclusion, the notarial function model to strengthen fundamental rights due to the COVID-19 pandemic is valid according to expert validation.
