This article is developed as a literature review that compiles, analyzes, and interprets available data related to the development of public management in local governments, as well as issues related to social inclusion and vulnerable groups. The main purpose was to compile, analyze, and interpret existing information on public management and social inclusion of vulnerable or fragile social groups in local governments. Similarly, we sought to determine the importance of state protection in reducing social barriers, allowing for sustained social inclusion and the exercise of rights for these vulnerable sectors of the population. The research was conducted through a review of existing literature, compiling and analyzing data from academic databases such as Scielo, high-impact journals, books, and legal regulations on the subject. It was also complemented with interviews with experts on disability, older adults on their perception of inclusive infrastructure, as well as topics related to childhood and adolescence, enriching the understanding of this article. Among the results, it was found that universal social, economic, and political inclusion is promoted by 2030, aligned with the New Urban Agenda of the Sustainable Development Goals (SDGs) 11, target 10.2: “By 2030, empower and promote the social, economic, and political inclusion of all, irrespective of age, sex, disability, race, ethnicity, origin, religion, or economic or other status.” SDG target 11.7 “reaffirming the commitment to promoting accessible, safe, and equitable cities for all”. We emphasize that the social model of disability focuses on environmental barriers. It also discusses the legal capacity of people with disabilities to make their own decisions with support only, when necessary, without substituting their will. On the other hand, physical barriers and lack of municipal financial resources were identified as obstacles. Regarding older adults, a mandatory labor quota for older adults was proposed. The importance of being at the forefront of social trends and the use of AI was also mentioned, as well as the need to implement and strengthen social programs such as CIAM, DEMUNA, OMAPED, CCONNA, including the Vaso de Leche Social Program, which is totally inclusive for people in vulnerable situations. In conclusion, the implementation of good practices in inclusive management is crucial. The new approach to legal capacity has empowered people with disabilities, eliminating restrictions and preventing abuse. Finally, the need to implement sign language teaching in all schools nationwide is highlighted. On the other hand, it is proposed to decentralize treatments for orphan or rare diseases in all provinces of Peru and to create the first National Institute for Orphan or Rare Diseases.
