The main objective of this research is to conduct a systematic review of existing literature to evaluate the quality of participatory budgeting in local governments in Peru, identifying the strengths and weaknesses of this mechanism of citizen participation in terms of transparency, efficiency and effectiveness in the allocation of resources and the satisfaction of the demands of the population. To do this, a methodology of qualitative approach was used, such as systematic review, using the search engines: Dialnet, Ebsco Host, Google Scholar, ProQuest and Scielo, where after a thorough exploration 40 articles from indexed journals were selected between 2019 and 2023. From the analysis carried out it was possible to conclude that there is a great variability in the quality of participatory budgeting in local governments in the studies found. Some local governments have well-structured and participatory processes, while others have more informal processes with less citizen participation. In addition, the quality of participatory budgeting is influenced by several factors, such as the level of education and public awareness, transparency and accountability, technical and managerial capacity of local government, and participation of civil society and community-based organizations.
