This essay is framed within the deductive method, under the positivist paradigm, with a qualitative approach, of a descriptive type, and a narrative design of the topic. Public administration plays a fundamental role in a country’s territorial development by providing guidelines to promote sustainable growth. Through a systematic review of 42 scientific articles from the past 5 years, the public administration’s role in territorial development in different countries is analyzed. It is concluded that there is a need to improve public administration in areas such as education, social welfare, economy, and politics, as the benefits are not evenly distributed among the population. This study highlights the importance of aligning state objectives with the needs of citizens, promoting transparency and accountability, and overcoming obstacles such as the lack of effective policy implementation and inter-institutional coordination. The analysis also demonstrates the relevance of addressing current challenges in public administration, especially in a context of growing resource scarcity and evolving land-use patterns, exacerbated by the COVID-19 pandemic. Persistent inequality in territorial development in Latin America poses additional challenges, emphasizing the need for strategies for viable and sustainable local development. Ultimately, this study aims to provide an assessment of how governments manage society’s development and administer economic, political, cultural, and social welfare resources for the benefit of citizens.
