In order to guarantee a minimum standard of living for all and create a more inclusive and just society, the Peruvian State has been incorporating a series of policies, allowing the implementation of strategies capable of meeting the needs of the vulnerable population, among them: social programs, which are developed at the local level and in various areas, as in the case of educational institutions, where children are the direct beneficiaries, but at the evaluation level, the perception of indirect beneficiaries such as parents, who play a critical role as collaborators regarding who, how, when and with what is implemented, is not taken into account, which could allow decisions to be made to improve the quality of social programs and obtain better results, How? when? and with what? is the program implemented, which, if taken into account, could allow decisions to be made to improve the quality of social programs and obtain better results. For this reason, the objective of this research was to determine the incidence of public management and perception in social programs; for this, the study was carried out in primary educational centers in the rural sector of Tumbes. It was developed with a quantitative approach, basic type, with a non-experimental, transversal correlational causal design. A total of 150 parents of children in primary education were surveyed using three questionnaires, which were validated by expert judgment; likewise, to determine their reliability, a pilot test was conducted with 30 parents, obtaining Cronbach’s alpha of 0.867, 0.952 and 0.957, respectively. The statistical analysis was performed using the ordinal logistic regression model. As a result, it was obtained that 40.8% (Nagelkerke) of the variability of social programs is developed by public management and perception; that is, it is affirmed that there is a significant incidence of public management and perception in social programs in primary schools, San Juan de la Virgen, Tumbes 2023.
