This systematic review article aimed to analyze and synthesize existing research on the effectiveness of entrepreneurship promotion strategies in public universities. The goal is to identify and collect relevant scientific studies, critically evaluate their methodology, and synthesize their findings to determine emerging trends and patterns. Furthermore, potential research gaps will be identified, and recommendations will be provided to enhance the effectiveness of these strategies and contribute to the development of more robust policies and practices in this field. A systematic literature review was conducted following the PRISMA statement guidelines. The search was limited to publications from 2019 to the present in various databases. Inclusion and exclusion criteria were applied to select relevant studies. In summary, the results emphasize the importance of comprehensive planning in university settings to strengthen the education of entrepreneurs. This involves considering administrative and academic aspects. Entrepreneurial education is progressing in university classrooms, fostering an entrepreneurial culture among students. Differences in the entrepreneurial ecosystem among university faculties are observed. It is recommended that universities consider social, environmental, and economic aspects to promote entrepreneurship and collaborate with the government to drive entrepreneurial initiatives in rural areas. The positive influence of students with entrepreneurial attitudes is also highlighted, along with the need to strengthen related curriculum content. Effective strategies include online incubation, the influence of the university environment on entrepreneurial intentions, and the viability of top-down approaches. Gamification is beneficial in entrepreneurial education. Recommendations include addressing resource limitations and interpreting the entrepreneurial ecosystem context, creating a favorable entrepreneurial environment, and improving educational systems. Additionally, investigating the implementation of programs and policies that promote the entrepreneurial culture, exploring emerging technologies and collaborative tools in virtual environments, and standardizing research in this field are suggested. These recommendations are relevant in both the academic and policy realms and contribute to strengthening the entrepreneurial culture in public universities. The promotion of entrepreneurial culture in public universities is essential for generating social value and fostering an entrepreneurial mindset in society. This study highlights the importance of comprehensive planning, collaboration with the government, the use of technology, and the implementation of best practices to strengthen this culture. Furthermore, it provides specific recommendations for advancing in this direction. These conclusions are relevant in both the academic and policy contexts, as they underscore the importance of promoting entrepreneurial culture in public universities and provide concrete recommendations for further progress.
