The objective of the article was to explain how governance, governability and citizen participation are developed in a district municipality of Metropolitan Lima, Peru. It was carried out with the orientation of the interpretative paradigm, qualitative approach, descriptive level and basic type. The design was phenomenological and the in-depth interview technique and a semi-structured interview guide were applied as an instrument. The informants were: an official, two municipal workers; a principal and teacher of an educational institution; a neighborhood leader and a neighbor of the district. The interview responses were converted into text and subjected to coding. It was concluded that governance, governability and citizen participation in public affairs are limited and scarce. Governance: hierarchical, decentralized, social and cooperative; governance, in terms of transparency, citizen participation and accessibility to information; and, citizen participation in terms of commitment, surveillance and oversight, according to the informants, is weak, deficient and centralized only to municipal management of an administrative nature. traditional, political and biased; It is not a municipal government that summons all citizens to, hand in hand, manage and satisfy the needs of the population.
