The proven relationship between effective human talent management and optimal performance of an organization has been widely documented in private sphere. The present study aims to provide empirical evidence on this relationship in context of public sector, specifically in local territorial entities. Regarding methodology used, an exhaustive bibliographic review of the specialized scientific literature on human talent and its management was carried out through journals indexed in refereed repositories corresponding to last five years. It is determined that efforts should be directed towards improving the management of human talent at the territorial level, with aim of increasing the effectiveness of municipal institutions in the provision of services and in satisfying social demands.
