This study analyzed local governance in municipalities within development contexts through a systematic review (2020–2025). Four key dimensions were identified: institutional adaptability, citizen participation, digital innovation, and contextual equity. Findings show progress in intergovernmental coordination, digitalization, and social oversight, yet methodological gaps and geographical inequalities persist. It is concluded that strengthening municipal governance demands collaborative, inclusive, and sustainable approaches with policy implications.
