This article aimed to describe the incidence of the organizational climate and the strategic plan to strengthen public institutions. A review of scientific articles already published from the Scielo, Scopus, Redalyc, EBSCO Host and Web Of Science databases was carried out with a total of 50 articles, it was of a qualitative nature. The results on the organizational climate demonstrate the importance of this variable both for a good work environment, and the relevance of human talent to perform and move towards efficiency and effectiveness. Based on the strategic plan, these analyzed investigations speak of the proper functioning, having a vision, mission focused on strategic objectives and the continuous improvement of companies efficiently.
