The objective of this study is to systematically analyze the strategies and challenges in implementing transparency in public policies within the education sector. Using a qualitative approach and a hermeneutic design, a systematic review was conducted on academic articles published between 2018 and 2024 in Scopus-indexed journals. The results identified the use of artificial intelligence and cognitive maps as key tools to promote transparency in educational decision-making. However, technological, organizational, and socio-economic barriers were found that limit the effectiveness of these strategies. Additionally, challenges related to equity, decentralized governance, and the lack of clear incentives for transparency, particularly in rural areas, were highlighted. The review concludes that while technological strategies can improve transparency, their successful implementation depends on a solid institutional framework and adequate resources.
