The research deals with the relationship interactions between cybernetic systems and urban problems in their beginning, evolution and application. With the use of Norbert Wieber’s cyber behaviors, the investigations of Cruz-Muñoz, Aquilué & Ruiz, and González, and Schrader’s view of urban problems in their social self-organization. Basing on the theories of place-permanence-flow relationship of urban space, urban revitalization to quality of life and urban economic centrality. The objectives are: determination of phases and stages, identification of components and elaboration of a proposal for an interaction matrix. The methodological approach is documentary, qualitative – inductive, in three phases and thirteen stages, with the use of ATLAS.ti 9 software for the results, analyzing valid documents and scientific themes, coming to the discussion with the theoretical matrix of interactions contrasting the results with the theories at two levels of relationships, the theories with the stages, and the criteria-indicators with the components, their conclusions being the identification and confirmation the relational interactions of complex adaptive behavior.
