This article is proposed to reflect on the importance of digital transformation that promotes a change in the organization and culture of the country, and to be able to provide citizens with the opportunities of the digital world in public management through National Policy. For this, the content of a variety of articles selected after the search of the scientific information pages of Scielo and Scopus was analyzed, the information of the 20 articles written in English and Spanish during the period 2019-2023 led to the realization of this scientific article. In this understanding, it is understood to reduce the gap of the low exercise of digital citizenship; Since the State in public management must provide opportunities for the development of digital skills that will lead to the development of a digital citizenship through secure digital transformation being transversal will benefit the population of all economic and social sectors of the country.
